As Indonesia navigates the 2026 dry season, a familiar and destructive specter has returned to haunt the archipelago’s vast landscapes: the seasonal cycle of forest and land fires (karhutla). This year, however, the stakes have shifted. With climate experts predicting an unusually prolonged and intense El Niño event, the nation’s massive peatland ecosystems—often referred to as the earth’s carbon kidneys—are facing an existential threat.

The Ministry of Environment and the newly reorganized Environmental Control Agency (KLH/BPLH) have sounded the alarm, demanding that concession holders intensify mitigation efforts. The mandate is clear: keep the peat wet or face the consequences. But as the fire season intensifies, the gap between administrative compliance and ecological reality is widening, leaving experts and activists to question whether current strategies are enough to prevent a catastrophe.

The Hydrological Crisis: Why Peat Matters

Peatlands are more than just land; they are vital carbon sinks that store greenhouse gases at a rate far higher than typical tropical forests. When these lands are drained for agriculture or industrial plantations, the organic material dries out, turning vast swathes of the landscape into highly flammable fuel.

Jumhur Hidayat, Minister of Environment and Head of the BPLH, emphasized the gravity of the situation during a recent work meeting in Jakarta. "We are not merely avoiding fires," Hidayat stated. "Peatlands are a critical component of our ecosystem. They possess an immense capacity to store carbon, and protecting them is synonymous with safeguarding our environment for future generations."

The strategy centers on "rewetting"—a process designed to manage water tables so that the deeper layers of peat do not dry out. Companies are required to install canal blocks to prevent water from draining into rivers, effectively trapping moisture within the concession areas. Furthermore, the construction of water reservoirs (embungs) serves as a critical fail-safe for emergency fire suppression.

The Ministry of Environment has adopted a "no-nonsense" approach regarding corporate accountability. Irjen Pol Rizal Irawan, Deputy for Environmental Law Enforcement (Gakkum), stated that the government would not hesitate to initiate legal proceedings against companies that fail to maintain their concessions.

"We do not discriminate," Rizal asserted. "If a company is indicated as the source of a fire, we will take action—whether through administrative, civil, or criminal channels." Administrative fines alone can reach into the hundreds of billions of rupiah, and the KLH is currently pursuing civil litigation against four major companies for fire-related offenses.

The Corporate Perspective: Claims vs. Reality

Several major companies, including PT Arara Abadi (Sinarmas Group), PT TH Indo Plantation (THIP), and PT Pertamina Patra Niaga, claim to be fully compliant with government directives.

Arara Abadi, for example, reports the installation of 203 automated TMAT monitoring instruments and 268 canal blocks. They describe a "water sharing" system where water is moved from higher-elevation areas to drier, community-managed lands. Similarly, THIP highlights the use of AI-integrated sensors and 24-hour thermal drone patrols to detect fire risks in real-time.

However, these claims are met with skepticism by environmental watchdogs. Both Arara Abadi and THIP have histories of repeated fires within their concessions, raising questions about whether their infrastructure is truly effective or merely performative.

The core of the criticism lies in the distinction between building infrastructure and restoring an ecosystem. Wahyu Perdana, Advocacy Manager at Pantau Gambut, argues that the metrics used by the government and corporations are often superficial.

"A canal block is just a tool, not an end goal," Perdana explained. "Our studies show that 70% of canal blocks monitored in the field are in a state of disrepair, often made of materials like wood or bamboo that rot quickly in the humid, tropical environment."

Perhaps most damning is the finding that 52% of the locations where government interventions occurred still record water levels below the safety threshold. Furthermore, historical data from 2015 to 2019 suggests that only 1–3% of burned peatland successfully regenerates into forest. The vast majority—over 95%—is either converted into monoculture palm oil plantations or left as degraded shrubland.

For the residents of Riau, Kalimantan, and the newly impacted frontiers of Papua, the question is not whether the fires will come, but whether the government’s commitment to "zero fires" will finally move beyond the administrative level to address the fundamental, structural destruction of the landscape. Without a radical shift in how concessions are evaluated and how the ecological, rather than just the physical, health of the peat is monitored, the cycle of smoke and destruction is likely to continue for years to come.
