A fisherman since his early teenage years, Sidemo never imagined he would become the protagonist of a harrowing maritime ordeal that would push the limits of human endurance. Sidemo’s nightmare began on what started as a routine fishing trip from his home in Bido Village, Batang Dua Island District, Ternate, in North Maluku. Armed with a small motorized outrigger canoe (ketinting), he set out into familiar waters to catch fish. But merely thirty minutes into his voyage, the boat’s engine sputtered and died. Without power, Sidemo was entirely at the mercy of the elements. An unforgiving sea current gripped his helpless vessel, dragging him hundreds of kilometers away from home and out into the vast, unforgiving expanse of the Pacific Ocean. What followed was a 26-day battle for survival that defied the odds. Stranded in the open ocean with no communication tools, Sidemo survived through desperate means: catching and eating raw seabirds, consuming fish that fortuitously leaped into his canoe, and chewing on floating, waterlogged coconuts. When thirst threatened to end his life, he was forced to drink his own urine. Miraculously, after nearly a month adrift, a French-flagged cargo ship traversing the Pacific spotted the frail wooden craft and rescued him. Evacuated first to China, Sidemo eventually made a safe journey back home to Indonesia, greeted by a community that viewed his return as nothing short of a resurrection. "I prayed every single moment, asking God to save me," Sidemo recalled during an interview at his home. "Every morning when I woke up, despite only having seawater to drink and raw fish to eat, I felt no pain. It feels like a miracle." Sidemo’s story, while extraordinary in its survival, is becoming an alarmingly familiar narrative in the Indonesian archipelago. Across North Maluku and beyond, traditional fishermen are finding themselves on the front lines of an escalating crisis, squeezed between erratic climate patterns and the relentless march of industrial development. Chronology of Peril: When the Sea Turns Hostile Marine accidents driven by mechanical failures and increasingly volatile weather are no longer isolated incidents; they are part of a dangerous upward trend. The structural vulnerabilities facing small-scale fishers are highlighted by numerous recent maritime disasters: September 3, 2023: Sukri Suleman and Yusuf Abdul Rahman, two tuna fishermen from Loleo Village, North Halmahera, set out to fish near a rumpon (fish aggregating device) roughly eight miles off the coast. Carrying only 15 liters of fuel, their supplies were quickly exhausted by sudden bad weather that swept them toward the Philippines. After drifting for six days, they were rescued by Filipino fishermen near the Palau Islands, who supplied them with fuel to make the return journey. They eventually reached safety through Miangas and Bitung, North Sulawesi. February & August 2025: Throughout the year, the dangers of open-water fishing claimed more lives. Fishermen Abu Bakar Wahid (from Tidore) and Maneng Manola (from West Halmahera) vanished during separate trips, adding to the growing roster of missing persons at sea. August 5, 2025: Rustam Abas, a fisherman from Tidore, tragically lost his life after falling overboard when high waves violently struck his boat. Late 2025/2026 Data: According to records from the Ternate Search and Rescue Agency (Basarnas), operations targeting distressed fishermen spiked significantly. By December 2025, Basarnas conducted 49 SAR operations, up from 41 in the previous period. Out of 31 major maritime accident cases, 122 individuals were rescued, 7 died, and 20 remain missing—with extreme waves reaching up to 2.5 meters cited as the primary catalyst. Supporting Data: The Economic and Ecological Toll The human cost is compounded by staggering economic pressures. Gafur Kaboli, a tuna fisherman and secretary of the Indonesian Traditional Fishermen’s Union (KNTI) in North Maluku, emphasizes that climate change is fundamentally dismantling traditional livelihoods. "The victims of climate change impacts continue to rise as the weather becomes unpredictable, directly threatening the safety of fishermen," Kaboli said. For generations, traditional fishers relied on generational wisdom to predict fishing seasons and seasonal storms. Today, that traditional knowledge has been rendered obsolete. Clear skies near the coast frequently give way to violent squalls far out at sea. Furthermore, the operational math of fishing has drastically shifted: Expanded Catch Zones: In the past, fishermen could reliably harvest tuna within a 12-mile radius from the coast. Today, depletion and environmental degradation force them to travel 15 miles or further offshore just to find fish. Inflated Fuel Costs: Standard daily fuel requirements have quadrupled. While fishers previously consumed 20 to 30 liters of fuel per day, they now require 100 to 150 liters, stretching expeditions to two or three days. National data reinforces these bleak localized accounts. Dani Setiawan, General Chairperson of KNTI, noted that a recent organizational survey revealed extreme weather in January affected 95% of fishers across 350 coastal villages. Roughly 63% were forced to halt operations entirely due to high winds and towering waves. Consequently, daily incomes plummeted by up to 50%—dropping from IDR 400,000–650,000 down to IDR 200,000–400,000 per day in key regions like West Java, Maluku, and Sulawesi. Industrial Pressures Compound the Crisis Climate volatility is only half the equation. On land and along the coasts, aggressive industrial expansion is accelerating the deterioration of marine ecosystems. Dana Tarigan, Head of Strategic Communications at WALHI (Friends of the Earth Indonesia) National, points out that the climate crisis is driving a multi-dimensional emergency for coastal communities. "The burden on fishermen is multiplying, while the challenges of catching fish are growing exponentially. In the end, the lives of fishermen are becoming increasingly desperate," Tarigan stated in a joint press release with KNTI. This desperation is exacerbated by the unchecked expansion of extractive industries, particularly nickel mining. According to WALHI data, approximately 248 mining permits currently operate across 43 small islands in Indonesia. The consequences for coastal ecosystems have been catastrophic: Kabaena, Southeast Sulawesi: Octopus fishermen have been forced to abandon traditional fishing grounds after nickel mining waste polluted local waters. Wawonii Island: Fishers are routinely displaced as coastal areas are reclaimed to build private wharves and special terminals for nickel corporations. North Maluku: Similar ecological disruptions have choked traditional marine habitats, pushing fish stocks further into the open ocean. Faizal Ratuela, Mining and Energy Campaigner at WALHI National, argues that National Strategic Projects (PSN) are actively degrading the ecological balance across Sulawesi and the Maluku Islands. "The state must take serious action by enforcing a moratorium on mining permits, especially those integrated with National Strategic Projects, and halt all mining permits on small islands across Indonesia," Ratuela urged. Official Responses and Policy Gaps Despite the mounting risks, institutional safety nets for small-scale fishermen remain dangerously thin. Iwan Ramdani, Head of the Ternate Basarnas office, points to the region’s distinct archipelagic geography as a primary driver of maritime risk. With thousands of islands and intense sea-based mobility, rescue teams are stretched to their limits responding to accidents catalyzed by extreme weather and high seas. Yet, structural protections lag far behind the physical dangers. State-backed safety programs, such as climate-linked insurance schemes and the distribution of mandatory safety gear for small-scale fishers, have largely stalled since 2021. Mida Saragih, Coastal and Marine Protection Campaigner at WALHI National, emphasizes that the government must urgently pivot toward proactive intervention. "The state needs to be present for small-scale fishermen and coastal communities through policies and concrete actions that are sensitive to their realities." Echoing this sentiment, KNTI’s Dani Setiawan calls on the central government to fully implement social protection mandates outlined in Law Number 7 of 2016 concerning the Protection of Fishermen, Fish Cultivators, and Salt Farmers. Specifically, KNTI demands the immediate reactivation and expansion of state-funded occupational safety guarantees for workers at sea. Implications: A Culture at Risk Back in Bido Village, Esau Sidemo continues to mend his nets. His brush with death in the Pacific stands as a testament to the resilience of Indonesia’s traditional mariners. Yet, behind his personal miracle lies a stark warning. As climate instability intensifies and industrial projects crowd out coastal ecologies, the traditional way of life that has sustained Indonesia’s archipelagic communities for centuries is facing an existential threat. Without decisive government intervention, robust climate adaptation strategies, and strict ecological protections, stories like Sidemo’s—and the tragic losses of those who never made it back—will cease to be anomalies and become the tragic standard for Indonesia’s maritime workforce.
